The 17" HP referenced earlier looks like a pretty solid deal for the price ($329). NVMe SSD, IPS - 1080p, quad core, etc) I have a very similar one (but has a backlit keyboard and slightly better processor).
Further down on the page it lists the actual model number of 17-cn0273st.
Crucial and Intel show that model has two RAM slots, with 8GB standard in one slot.

I think you're right about the Dell with the following change:
"The lowest IPS touchscreen laptop deal"...potential hinge problem aside. Looks decent and gets good ratings on the Best Buy site at least.

Some (all 3 that I own at least) laptops have the tracking area that you can push down and feel a tactile click/feedback. This track pad is solid so it doesn't click. You can tap and that works but just is a non moving track pad.
