If you're so desperate to escape a post-apocalyptic world as to have one of these pallets on-hand, I'd think that in a pinch, using "personally-recycled" water wouldn't pose much of a problem.

You'll need about 350 gallons of water to prepare all the servings as well. What if someone in your group is allergic to something? Well, depending on the meal you have you may need to look out as some packets are labeled that they are processed on the same equipment as tree nuts (and milk, soy, wheat, eggs).
