It's a decent player and will play many non-US region blu-rays (but not all) without modification (unless there's been a recent firmware change that now disables it). Insert the disc. After it displays the region warning, press stop and then hit the top menu button twice (the first time it will give a "not supported" warning).
If you want the best sound and picture quality, 4k disc is the way to go.

My 10 year old son and I were streaming Rogue One the other day on Disney+. 4k with HDR. It looked great, but I told him I have the disc. Let's see if we can notice a difference.

I popped the disc in mid movie and we both felt the difference was obvious. The detail in the video was nicely improved. The sound was fuller and richer. The surround details were more distinct.
If you're a casual movie watcher who owns a low-end $500 TV then stick to streaming.

But for those of us who have a 5.1+ setup and a high end LED or OLED it is absolutely worth the money. 4k streaming is about the quality of a 1080p blu ray.

I'm certainly no expert on atmos soundbars, but the ones I looked up had hdmi ins and outs listed in the specs. You'd think the output would go to the display and the inputs would be for players like this. Either way, this is the first time I've read of someone using a soundbar with a projector.

Yes it will be a benefit.
It will play both BD & 4K disc and scale both content to the best ability of the 3800.

That's too bad. Atmos soundbars from Samsung, LG, JBL, Vizio, etc. have HDMI ins and out so they sort of act like a source switcher for multiple video inputs. That would easily solve your issue.

Short answer, yes, it will help, but you have to do a little fiddling with settings.

Long answer: You're getting HDR support with this player that you most likely don't have with your current player, so it will improve your picture with 4k HDR content. The Epson 3800 doesn't support Dolby Vision which makes the UB420 a good, affordable match since the main thing it gives up vs the UB820 is Dolby Vision support. Once set up, the UB420 will handle tone mapping of the HDR content automatically.

Search this review for "tone mapping" and it gives a good overview of basic settings to get you going...

I don't know how true this is. I would think even a cheaper 4k TV will see a notable difference in quality. What makes you say a $500 4k TV should skip out on a high quality 4k option?
