I nailed a piece of 2 by 4 to the wall and then nailed long nails in that, drilled holes in the handles of my rakes and shovels that didn't already have them, it works great.

My grandparents have one in their garage. Whenever I use a tool, I am always putting 3 back that have fallen while taking that 1 down.. maybe a locking rubber band would be a nice addition but why would you want the hassle? Just do as mentioned previously. Nails in a 2x4. You can always route the edges, stain, and use fancy bolts to make it look nice
