Given that the RTX 3080s from reputable manufacturers with a US warranty are now back up to $900+, I'd take the RX 6900 XT at this price if I needed something right now. It unfortunately looks like Nvidia is doing its best to force people to pay for the RTX 4000 series by not shipping higher end RTX 3000's lately. Pretty crummy all around, given that it's widely known at this point that previous gen components (Samsung 8nm, TSMC 7nm etc) are readily available.

The 7000 series has been a huge disappointment and has given Nvidia more than an upper hand this generation. It would take really REALLY good mid range cards from them to give them any real fighting chance for significant market share and I dont have much faith in that happening. 4000 series are gonna continue their skyrocket prices. I'm still riding on a 1070ti and that'll have to do. No way I'm going to jump into this gouging crap. 1000 for a 4070ti (that everyone with any knowledge knows is nothing close to a 4070ti)? Gtfo. In my mind, it's still a hodl situation. Nothing is forcing me to upgrade right now and there's still a glut of 30 series cards. Seems like they're gonna make them part of this generation to whittle away the stock. If I'm going to have to be gouged eventually, I'll make em suffer financially in the meantime. Laptops saw some really decent prices this season but the performance of those chips wasn't enough to entice me either. I'm still on a 1060 laptop but my next jump is going to be to the high end and the 3080 was just not enough to get me off the couch to spend 3ish thousand. The rumors seem promising for Lovelace but again, not a need right now. If you need a laptop I'd be watching the 30 series prices as they've been really good. Just my personal feelings on everything and not a call to arms or anything.

However, $1,200 is nowhere near $689 so we're already talking about two different groups of consumers. Someone considering a $689 RX 6900 XT would much more likely be comparing against the upcoming options, further down the product stack, from AMD and NVIDIA since CES 2023 is a few days away.
