7Cr17MoV is a budget stainless steel that is very corrosion resistant, easy to sharpen, takes a good edge, but won't hold that edge forever. Gerber uses 7Cr17MoV in a lot of it's knives. It's not a garbage steel, especially at this price point, but it's a budget steel that is barely good enough (IMHO) for non-knife folks and people who want something okay that won't break the bank. You will need to sharpen it up often if you use it a lot. Yes, if you want to spend $25-$30 you can get a better knife, but we all know that. SMKW.com is a reputable seller whom I have bought from many times and received excellent service from.

For blade novices, what would be a good steel to look for or good options for a smaller blade (maybe around 3') that will do the job without much fuss or maintenance in say the $30-40 range?

If you're not adverse to Chinese materials then D2 steel is probably the best bet in that price range, something like the Mini Praxis by Civivi would be a good way to go. That said, I personally don't put a whole lot of thought into blade steels anymore, but country of origin matters to me still. Sharp is sharp, but also, slavery is slavery. For a few bucks more than the Civivi I would go after a Kershaw Leek (can still be had for about $45-$50 on Amazon some days).
