65w is good enough to charge a laptop at moderate speed/time?
Totally depends on the laptop. It's good enough for most, but if you have laptop that draws a lot of power, a gaming rig with a discrete graphics card for example, it might be underpowered.
You can Google the model and see what it draws from the OEM charger. As long as 65W is close, it should be good.

You can Google the model and see what it draws from the OEM charger. As long as 65W is close, it should be good.

For my Dell XPS, yep. I have this exact model and used it in a pinch when the OEM cable died.
