They meant "purchase of Target gift cards are excluded" to earn bonus Circle earning offers, I think. Maybe, Visa/Mastercard gift cards are also excluded. Yes, buying 3rd party gift cards count towards bonus Circle earning offers. I have bought Ebay GC and earned the bonus Circle earning offers before.
It's safer to assume the total has to be $60 (in your case) before tax but after any discounts including RedCard 5% discount to qualify for the bonus offer.

I got my GC, but it hasn't checked off the completed thing under Target Circle Bonus. It still just shows activated.

Last time when I completed my Circle earning offer was last November (I bought Ebay eGC online and it qualified). It is possible Target changed the program this year.
