Now it's a pain in the butt to find apples to apples pricing comparison of ram sticks, but it looks like it's about $20-25 difference or so between CL40 and Cl30, for 2x16 modules, and if that's money well spent for you then I'm not going to argue how a person values things in a computer. That said as you mentioned the "cheaper" stuff is usually what goes on sales or in bundles so that difference in cost tends to be more than $20 in the grand scheme of things and then you have to ask yourself is it really worth it? And that's a question I won't preach to anyone over, but I will still say latency for memory is not worth losing sleep over.
