The harbor freight version isn't cat IV rated and only rated up to 600V with no certification.

I've owned the HF and it's fine but it did stop working after a few years.

This price is pretty comparable to the Klein, Milwaukee, and even the Commercial Electric (HD house brand) versions. All of those other versions are also CAT IV rated.

As someone who understands the Fluke premium this is well priced. Would I splurge at MSRP? Probably not but at this price, its probably worth it despite little to no functional difference between this and a decent CAT IV rated one.

HF one sucks. I actually liked the Kobalt one I bought at Lowes but lost it. Replaced with a cheapie from Amazon, but it can signal on the neutral in "sensitive" mode. It also has a flashlight which is oddly useful. It's not too sensitive so does a good job in a jumbled mess of wires.

Non-contact testers always seemed neat but kind of gimmicky. Are they that useful?

They tell you to test against a known live wire when you turn it on, before testing what you actually want to test. But if you have a breaker off, you have to go find one. Are these really any better than just using a regular old multimeter?
