Hmm.. If it works, great! I like the fact that it will automatic and no forms needs to be filled out. Hopefully it does not get exploited where a form will be needed again.
Did I just tell non Costco members to try?

I doubt they would be able to try to charge your account to recover DCC/shipping after they discover you aren't a costco member.

Then we would be stuck paying the mediocre phone

The terms were also available when customer had to submit the promotion manually with promo code "CostcoTmobileBenifit". Now it changes to automatic submission and the terms are not accessible by customers.
I did two and currently it shows the promo on only one of the lines on the promotions page. New phones have not shipped yet and have not turned in trade ins yet.
One trade in was a Moto E6 and the rep selected "only moto edge 2022 ID230021" for device make and model which I guess auto-attached the promo to that line. The other trade in was a REVVL V+ 5G which auto populated make and model in the system and she couldn't change it. I fully expect the system to automatically apply the promotion once I turn in the trade in. If not, T-Force is usually pretty good about ironing out kinks like missing promos that the system messes up.
Thanks OP
