Thanks to everyone who provided suggestions. Reset, force stop, cache clear, nothing worked, with the permanent unlock option not showing up.
What coincidently worked was opening the unlock option with airplane mode on ( and wifi off as well) it the showed the error message sating cannot connect but also showed all of the various options including the permanent unlock option. Which i then clicked after turning on wifi

Put in my Mint SIM and made sure that worked. Then did a factory reset just to start fresh. Put it in a heavy duty Poetic case and now its my daily driver.
Wish I'd ordered another before the new port-your-number requirement. Sounds like porting a google number is a real hassle. Oh well, maybe the old deal will return someday.

Quite a few folks reported this issue though, so perhaps someone else can try this approach to verify that it works. It's definitely different than everything else documented thus far.
