As for the cloud... Well initial setup requires internet, but after that it should work as long as the hub is working. Overall anything voice controlled etc. is gonna require the internet unless you want to spend a lot of time setting up custom stuff.
In general switch control is instant. Voice/app which does require internet (unless maybe you use their app) requires internet which will always lead to lag.
IMO they are far more reliable than the philips hue lights which is the next best reliable smart home lightbulb product in my experience.
Also... these and philips hue have been around long enough I'm reasonably confident they will continue to be supported they both are made by a well respected established company with a decent history of supporting things. I specifically have limited my smart devices to those since they seem the most likely to get continued support. They serve a different purpose... philips hue for when I want color and/or individual bulb control not tied to a circuit. Lutron for white lights and ones I want to ensure stay fully reliable with their hardwiring manual control for safety such as entry way lights.
If you are using the logic of they have only been around 3-4 years very few tech products except iphones would make sense to buy. Which if that is your belief ok... but I am doubtful with that criteria that you will ever purchase anything.
In for one of the motion sensor switches though, been meaning to get something like that for our laundry room.

If you want to integrate it with another system like a smart speaker, internet connectivity may be required. As someone else mentioned you could also roll your own voice control system on your home network if you don't want to use Amazon/Google/Apple voice assistants which require backhaul to their respective clouds.
As for longevity. Lutron's switches have been in use in my home for nearly 10 years and are the only smart device which has never failed me.
Caseta, generally, is such a great system. Expensive, yes, but it just works 100% of the time.
These are confirmed to work for me for loads of 2+ LEDs on a circuit. The flickering is caused by low voltages.
Alexa, apple, lutron app all work really well.

That being said, the Lutron dimmer is awesome, we use one in our laundry room, where the door out to our attached garage is located - it's great to come in from the garage after arriving home and have the laundry room lights pop on as soon as we swing open the door, lighting the way in to the house when coming home after dark.
The built in smarts for the dimmer are great - multiple operational modes are possible, and multiple time out periods can be chosen.
TP-Link has a Kasa motion sensor that is smart, but I see no reason to swap out the Lutron motion sensor, and I have a house full of smart switches. The Lutron "dumb" dimmer is plenty smart.
