I REALLY could recommend it for everyone with this price!!!
These are known as some of the best bits on the market, I definitely wouldn't call them crap. My only complain about this set is why not include metric hex bits in place of the Phillips duplicates.
As a homeowner, I use in impact driver and a regular drill. The impact bits are a lot more robust, but if you aren't using an impact driver, then probably don't need impact bits. The force an impact driver imparts is much more than torque from a regular drill which is why you need impact rated bits so they don't break.
I have no idea if these ones are any good, but the cost of impact rated drill bits is pretty much on par with non-impacted rated bits, so better to just by impact rated ones when on sale.
I've really liked my Bosch impact bits. Also, Milwaukee is supposed to make good ones. Both of these you can find in $20 sets when on sale. I'm sure we will be seeing a lot more deals on power tools and accessories as we get closer to BF. I'd hold unless you really need something now.

The bosch are excellent as well. I just prefer the variety that came with the makita set. Just personal preference... Not that I can tell one is objectively better. I have used the Bosch far less though as a result. If that set came around for 20, I'd jump on that if I needed a set as well.
