God forbid what is about to happen. Almost every do-it-yourself painter does not clean the walls and paints on top. You'll never have the same wall again.
Rule #1
clean the heck out of the walls. Best purchase may be a garden sprayer and a 50 pack of microcloths at costco, and a degergent that get off whatever is on the wall. Just use a TSP like product if not sure. TSP is made to preclean walls, can be found in paint section of home depot.
Rule #2
Get wall texture right, disappering holes, and breaking off 'warts' and making them disappear.
Rule #3
Easy part. Paint nice. feels so nice to paint on clean walls and so miserable to paint on dirty walls. cut in the hardest to reach areas first so you dont have to worry about other wet areas.

Use a pigment primer as first coat. Kilz II or Kilz III, or the best: zinser. Found at home depot. It will block out all the previous paint color. It will also seal in any other pigments and minor oil buildup. The new coat of paint will look so clean and nice.
Use a good brand paint. Behr at home depot is excellent. Other brands have better color pallets though if you want to get picky.
All of these things are easy. It's just make a list, one trip to home depot and do it in one shot.
You should AT LEAST clean the surfaces as much as you are willing, and put down a layer of pigment sealing paint every time you paint in my super opinion.
Spend. Shell out. You will feel so much better in life when you don't cheap your paint. You are basically choosing how classy you are. snicker

edit: I just realized these are 29" tall. I was thinking they were 42" (3.5 feet) tall. Who uses these? Ants?

I bought 4 at Lowes and got free shipping. Two pair can come in handy, one just for a table. Or one table with a third in the middle for extra support. $15 is so cheap. great deal. It's a matter of how much you will use them vs storage.
Mine will get moderate use, more than most.

Maybe look in to aluminum ones, even better.
Buy it and return using full price receipt. Problem solved.
