Edit: AT&T chat is closed on the weekend I called reseller support and they refused to cancel the line and said I had to wait 30 days. - We haven't found a way to unlock the iPhone 14/15 like we did the 13 because it has an eSIM assigned that gets activated on boot, and no physical SIM card. Also the phones are showing Verizon locked and not flex reseller policy. It will automatically unlock 60 days post activation however.

That error mean your phone is never registered in ATT database. your best option is contact customer service and ask them to manual add the IMEI into the system, hence thats why this step is an activation process and ATT charges $35 for it when you open the line. if you buy the Phone from BestBuy, the issue looks to me like the rep there didn't activate it for you.

Also thanks for that additional bit of info. When I bought it at bestbuy they just handed me the box with the iphone still sealed inside. They said it was already activated and when I turned it ON it did connect to the ATT network right away. Also showed up in the account dashboard so I wasnt worried at the time.

1. Pay off phone from 800# or Verizon app (likely not allowed)
2. Basically you activate it first boot on an AT&T mvno eSIM then request unlock from the AT&T unlock portal as a non-customer. You would buy the eSIM + 1 month at h2owireless,com (currently on sale for $10 instead of $18) and activate using the QR code they give you. You have to be careful not to accidentally activate using the assigned eSIM from Verizon else you're stuck on the 60 day unlock. The risk is only $10 though.

Note: I did try a few things to see if I could change the eSIM to activate when I first booted up the new iPhone. I wasn't able to change it. Perhaps if you could go to a location with no cellular signal (a basement?) and didn't connect to wifi, it --might-- ask you to scan a QR code. This is a complete guess so someone else needs to try it. Also note I had the AT&T iPhone which by default has a different lock policy than the other carriers (at least it does when purchased direct from Apple), so YMMV with Verizon.

1. created AT&T account once phone shipped. Saw the iPhone 14+ in my account but no IMEI or serial# is shown.
2. paid off device from myATT app yesterday morning (day 2).
3. received phone today, booted up/went through automatic AT&T activation. made 1 phone call.
4. immediately transferred the AT&T eSIM to my unlocked iPhone SE, using the option under Cellular/add a cellular plan (from nearby iPhone). Made a phone call on the iPhone SE using the AT&T eSIM.
5. waited about 15 minutes. checked myATT app and saw the iPhone SE there instead of the new iPhone.
6. requested unlock as non-ATT customer (was not logged in to att.com on computer), with non-ATT phone/email, and new iPhone IMEI.
7. approved request to unlock in email (email came within a minute or two).
8. received unlock approval email within a minute or two
9. transferred a different carrier eSIM (GSMA RedPocket) from another iPhone to the new iPhone, to initiate activation which permanently removes the carrier lock.
10. checked in Settings/General and see "No SIM restrictions."

so i think there is the difference between activation and transfer devices. When i call CSR they said activation costs $35 to activate the IMEI that tight to the number you open. And transfer the device is just manually putting the IMEI on the eSIm so you can use it.

If that doesn't work:
Can you eSIM transfer the AT&T plan back to the new iPhone? Try that, make some calls, make sure it shows up in myATT app (or on att.com). Then eSIM swap it back to another unlocked iPhone, wait until it's in myATT app, then submit unlock request after 30 minutes or so.
Not sure how to ask them if IMEI is in ATT database, the rep would be like why are you asking, what are you asking? And I would have to explain I saw the error on the unlock page. Should I just switch back to the iPhone for now even though it will require store visit switching back to Android
