Also, if you go to Plan Details page you should see "Line Discount ID230289 (Additional Lines) under applied discounts and promotions.

Just contacted T-Mobile through the T-Mobile app. They said "I am not eligible at the moment" and that "it'll be made available in batches"

So they're telling me that they entered my email into the next batch of availability and I should receive an email when my account becomes eligible.

FYI I have simple choice

That's a different promo, for BOGO (Buy One, Get One) where you add two lines and only pay for one of them.

I talked another agent, said no promo added to line, so cancelling line. They dont see chat conversations of first agent who provided free line.
