They do not degrade or expire.
They actually cost 20cents to make in bulk. Only two companies in the world make the ISO certified film. One is American paper optics and the other is a German company. The rest of the quality manufacturers source from these two companies. Almost anything made in China is not certified or using certifications from China labs (YMMV).
Look for the manufacturers address on the glasses as this is required by the ISO certification. Most of the Chinese glasses don't want you to be able to track them down to their home factory.

If you're purchasing them in-store at Walmart (which is what this deal refers to), I'd confidently say they've done their due diligence to ensure safety. If you look at the photo of the inside of the glasses, they clearly show the ISO Certification.
Likely, one of the main reasons they're exclusively selling them in-store is to avoid confusion and prevent customers from inadvertently purchasing counterfeit products from third-party online sources.
I'm pleased to see people exercising caution when it comes to purchasing potential counterfeit solar eclipse glasses. There are countless unsafe options online that could seriously harm someone's eyes.
However, in this instance, as long as you're not buying them from a third-party seller, everything should be in order. Walmart is the biggest company in the world, they know retail, they know products, they wouldn't risk a lawsuit selling an unsafe solar eclipse viewer in their store.

The glasses I ordered directly from NASA were mailed from Houston and are made by American Paper Optics. There is all kinds of certification and contact information on them. Phone number, email, and address.

If you're confident they pass 1 and 2, take them outside and carefully try them by just looking at the sun briefly. You should feel absolutely no pain or discomfort. Some fakes will make it possible to look at the sun, but still cause discomfort. THIS IS BAD. Don't use them if you feel any discomfort whatsoever - even if it's bearable. Real glasses won't make your eyes water, and you won't have a desire to squint or look away.
That last part should go for any glasses, even if you did buy them from a reputable vendor. Most importantly, you should never feel discomfort. If you do they're not working.
