or more to the point, if someone were gaming on a budget, is there a better deal out there you'd recommend for under $700 (possibly under $600 with the Amex deal)? Seems like the 1TB would be useful for storing games, and a lot of things labeled "gaming" at or under this price only have 8GB of ram.

And to answer your another question that planning to play older titles, if that is your moto, you can just pay probably $50 bucks extra to get a decent gaming laptop with may be a last generation RTX 3060 or current gen RTX 4050 which can beat it by a good margin. Those will sacrifise in other areas like build and display quality but if you need a gaming tig, that purpose will be served way better by those.

If you're not planning on utilizing the hardware, ideal circumstances would dictate not spending money on it.
$700 can net you a lot of different configurations that might be more fitting to your needs.
However, do keep in mind that a lot of software you wouldn't think of is GPU accelerated these days. The entire Windows UI, browsers, and YouTube being some of them.
With that said, power consumption on discrete GPUs can be better than having an integrated GPU in some circumstances.
I can't put numbers on this particular setup, but a general example would be that if the discrete GPU is more efficient at certain tasks, it can run at a lower clock speed than an integrated GPU might require and that alone can require less energy.
Upon googling "Dell 17 coupon", the only relevant one seems to be for a refurbished monitor.
Not sure if those accounts are rage baiting or there's a leaked employee code, but I wouldn't count on getting it.
