Not a gaming laptop and don't buy it main puropse is gaming. This is more of a everyday productivity / Multimedia laptop with decent graphics card. RTX 2050 is just a stripped down version of RTX 3050 4GB and offers around 15% slower performance,
It is just one generation older and a lot more powerful than Iris Xe.

I have the Amex offer, feels like a no brainer for a college freshman, but he also likes to play games, is it not good for a casual gamer?
You might have to adjust some settings, but this CPU/GPU combo should be just fine with most games set to 1080p I would think. It might struggle a bit at the native resolution.

Can you recommend a basic gaming laptop windows for my kid?
I mentioned that we can get better specs on a desktop. Not sure why he is adamant on a laptop
Budget please. And regarding today's kid preferring laptops because it has a cool factor in their generation and desktops are considered antiqu, stuffs from the past.
While not a dream system, it's a good price for that screen/CPU/feature combo, even before the stackable Amex discounts/credits.
While the RTX 2050 is meh, it also will help ease the burden on that non-upgradable 16g of RAM, since the integrated graphics share that same pool.
Worth considering the 2-year extended/comp warranty, which is ringing up at half price ($60, further reduced by the coupon and cash back). Even more so given that some are reporting overheating problems with this system. Crossing fingers I don't end up with a lemon.
If you're not planning on utilizing the hardware, ideal circumstances would dictate not spending money on it.
$700 can net you a lot of different configurations that might be more fitting to your needs.
However, do keep in mind that a lot of software you wouldn't think of is GPU accelerated these days. The entire Windows UI, browsers, and YouTube being some of them.
With that said, power consumption on discrete GPUs can be better than having an integrated GPU in some circumstances.
I can't put numbers on this particular setup, but a general example would be that if the discrete GPU is more efficient at certain tasks, it can run at a lower clock speed than an integrated GPU might require and that alone can require less energy.
If you fiddle with the cart options, and you don't need the older 2050, you can downgrade to onboard graphics and then step up to a touch screen with the difference. Works out to be same price, but obviously lower resolution on the touch screen. Seems like a decent laptop. The touch/backlit key/16" combo has been rare lately on SD, but probably going to keep waiting for a better deal.
