Why do people refuse to hyphenate?
In a bunch of circumstances the meanings can be drastically different. It's so simplistic it's baffling why not to just use them as intended.
To push your point further, why can't people use parantheses and subscript in the English language.
"He had an orange backpack and shoes" vs "He had an (orange backpack) and shoes" vs "He had an orange (backpack and shoes)". "The kid told his dad he put his toys away" vs "The kid_a told his dad_b he_a put his_a toys away" vs "The kid_a told his dad_b he_b put his_b toys away". We can more or less assume it's orange backpack + orange shoes and the kid put his toys away.
It's language, don't be so anl about it. If you want language to not have any confusion, then you're just writing machine code or math and not language.
