I've had this in my cart for a few months and it's been less than $30 the entire time.
Bought this for our cars, just in case. The belt cutter is useless, either that or I don't know how to use it to cut a belt.
I tried using it to cut part of my child's car seat off since they've outgrown it, but I couldn't get it to work. The blade itself cut the belt instantly. Still nice to have in an emergency and the orange is really visible in case stuff gets jumbled around in the center console. Haven't tried the glass breaker since I don't have anything to test it on.
8Cr steel. Not a particular deal at this price

On another deal for a similar style knife, someone recommended visiting YouTube to watch how-to/technique/reviews for seatbelt cutters.
Better knives certainly seemed to perform better in most cases as you'd expect, but was interesting to see that some worked just fine "this way" but not at all "that way"
Would be curious to know if this improves your outcome on your retired carseat.

I don't have the old car seats anymore so I can't really test it out.
I have one and don't carry it on me. The pocket hook is at the same height as the thumb opener on the blade, causing it to always hang up on my jeans. Good knife, bad pocket clip location.
