I called and they got me the deal but I think i no longer get free Amazon Prime as a long time Metro account holder. They messed with my account to make me eligible and in hindsight I'd rather get Amazon Prime for free than an unneeded tablet for $20.

Went directly to my dashboard account on the APP, not on the computer browser, and there was an option to add a line.
And you're right, the first ordered tablet has to be activated before trying to order a second one.
Wouldn't work on the computer browser after clicking on the SD link and logging in.
But those who already have a Metro line with the low prices and better features of the past years better read this to avoid losing those lines/plans:

Metro seems to be on the way of going out of business as it has changed its plans price/features structure to be on the very expensive side and non-competitive with other MVNNOs.
Also, it no longer has a retention dept as it was deleted with just customer service now that has no power to offer retention deals/plans.
This is not a company that wants to retain customers.
Tablets are hard to say because many variables. Some people can't manage to get more than 2, some have done over 10.
