My Son In Law chatted with Discover online via their chat customer service on their website and asked if he could get a lower APR and they gave him for 12 months for 0.00% APR.
This is perfect time for the holiday season and they even gave it to me as well!
He suggusted I told my other family members about it so I thought I would share it here too.

You can also find the APR on your statement. Simply click here, then "Select Activity or Statement Period". From that menu, select the current statement and then "View Billing Statement PDF".

Only bank I have seen worse than this is Citi brand. Discover is the lowest of the low.
I haven't had any issues with Discover and had a card with them for over 15 years... Bank accounts with them for many years. Haven't really had to contact customer service tho.

The biggest issue with Discover was them essentially cutting all card benefits a few years ago, claiming not enough usage.

Did you try with multiple agents, or just caught up in the bot?
I got denied for 0% just now with decent credit and not much of a balance on my card, in good standing with Discover for 8 years.
Luck of the draw I guess, I'm sure those with close to zero balance are the easiest approval for things like this.
