28" 4K no scaling is the sweetspot, for ergonomics.

With LED/LCD it's irrelevant as the light source is constant for most monitors. With OLED or LED using PWM, it can be an issue… but that's another topic entirely.

Movies and TV and recorded media are at fixed frame rates no matter what GPU or monitor you have so you'll still see blur. Some TV's and monitors have frame interpolation functions where they'll try to add frames in-between to eliminate motion blur, but usually they look bad and end up with a "soap opera" effect.
