If you have a tractor supply near you. I can't recommend those as the pellet option enough. Buy the Pelletized bedding. It's like $6.50 for a 40 pound bag (used to be cheaper).
That will last me months with my cat. Cheapest option I've been able to find over the years.
Only real issue with it is the dust falls onto the pad and can get places at time so I have a mat underneath. Worst part is they don't always disintegrate enough and they get stuck in the grates. So just makes it more of thing you have to mess with when cleaning the litter box.
But overall I still think it's worth it and can't be beat price wise for the pellets.
I found a solid solution for pine pellets. If you're ok with your house smelling like Home Depot then you should try it out. I do have a tractor supply not too far away and there's a restaurant supply store near me as well.

NOTE: You do have to set deal alerts for purchasing pads and pellets. When you get a good deal, load up for the year. Otherwise it is too expensive. I have tried almost every generic replacement pad and pellets. None of them come close to the quality of the Breeze refills.
For a single cat, we were having to change the pad daily, or else urine smells flooded the house. The tray/pad combo didn't work great and would sometimes hang when trying to pull the tray out. There is nothing under the tray, so the pad would bunch up and fall to the floor, chancing the spread of urine. The pads didn't hold much urine, and if you forget to change the pad every other day, you risk a way bigger mess.
Feces smelled way worse when compared to my experience with litter. It wasn't much an issue if our cat ate only dry food, but sometimes we like to spoil him with wet food and snacks like Churu. The pellets did nothing to stop wet poops, and we were having to scrub clean the tray that holds the pellets. The smell was pretty abhorrent, but I think the urine was even worse.
Our cat used it fine for the first few weeks, but he began peeing elsewhere in the house. He hated this just as much as we did. Switched back to litter and no more issues.
I have since moved to a house (was in a condo) and now have setup multiple litter boxes in the garage, so I moved back to clumping litter since there's much more air circulation to dry out the litter clumps. This allows me not clean litter boxes up to 2 weeks 😂 and the litter mess is easily sweepable outside the garage
