Does the phone line need to be activated at the time of doing the Samsung Galaxy s25 trade in deal? Or would a 3 month old spectrum phone line qualify for the Samsung Galaxy s25 trade in deal?

I got to the checkout page and here's my trade in statement.

Trade-in offer requires customers to trade in qualifying device, purchase and activate a new device. Trade-in device must have a value greater than $0. If the value of the trade-in device credit exceeds the cost of the new device, credit will be reflected on bill statement within 2-3 bill cycles. Promotional credits are reflected over 36 mos on the bill statement. The terms and conditions say that they will refund the trade in value but i don't like how the $700 is labeled as "promotional value" instead of "trade-in refund"

The TOS clearlu states that "promotional credit is credited over 36 months" and the "Spectrum Mobile Trade-In Program FAQs" page says "After your device is processed, you'll receive a credit for the assessed value. If you've paid for your new device in full, the trade-in credit will be refunded to your credit card within two billing cycles. Otherwise, a monthly credit will be applied to your Device Payment Plan in equal parts over the duration of the plan, starting within two billing cycles."

The page says that the trade-in credit (in my case $10) will be refunded to your account but the $700 is distinctly marked as "promotional credit" not "trade-in" credit.

You can't be mad at them for denying to refund the "promotional credit" to your card when they distinctly listed it as a separate line item on the checkout page.

You might get away with it if you end up with a customer service representative that doesn't care about the company and the TOS but you can't be mad if they reject you as per the TOS.

You could use the same line. You'd just tell them you want to upgrade device only.

If you don't pay the full price of the phone up front, the credit will be spread out to 36 months. Once the full price of the phone is paid, the entire remaining credit will be applied to the account, and can be called in for refund to the credit card. If you are worried and don't believe it, don't do it.
