There's a difference between what is meant by "locked".

Locked to carrier? Not a problem, all major phone trade-in outfits (e.g. Brightstar, previously used by Apple and all US carriers) have contracts where all carrier-locking is removed by Apple/carrier in the end (no one except Apple/contracted carriers can do this properly)

Locked in the sense you have a finance blacklist (you're a deadbeat that defrauded your carrier and won't pay) or blacklisted from theft (e.g. you're trading in stolen goods) is never removable

Locked in the sense someone else's iCloud account is associated with phone (again, you're trading in stolen goods), is never removable except by Apple when you show a purchase receipt or a death certificate (executor of will)

Their website is super finnicky, I would recommend using paypal.
