It doesn't matter what Apple marketing tells you, 8GB was no longer sufficient long before Apple Intelligence was a thing. At our org, who buys thousands of the things, we standardized on 16GB minimum years ago because 8GB is just not enough. There is nothing special about macOS that defies physics- apps still run in RAM. In fact, the storage debacle on the M2 proved this out, too, they had to swap to disk so much, their 256GB storage problem caused even worse performance than would've otherwise been necessary.
16GB is, of course, perfectly fine for a basic amount of things. It's an appropriate base level today (8GB is not), my suggestion is 32GB means you won't have to think about it for the vast majority of use cases. I've seen how *actual* people stack browser tabs.

The 16GB M4 MacBook Air 13" corresponding model is $899, so in exchange for perhaps 20% less speed, but otherwise pretty similar characteristics, you save $200, or a bit more than 20% of the purchase price. Only you can determine if that's worthwhile. Yes, perhaps 2 years fewer MacOS support lifetime too. I don't see the disk speeds difference as terribly significant, but ymmv on that too.
I do see the M2 - M4 MBAs as 'better than' the M1 MBA, as the M1 has a slightly older form factor. Aside from that, it's tough to differentiate them except for the 10% or so per iteration standard generational updates one gets per year.
For those who want to spend the lowest amount of money, I can fully see the logic and can fully understand and agree.
It's got some bigger differences.
