[UPDATE] Never mind I found the answer - it's because AT&T unlock request is made as "Not a current AT&T customer". Got it.
Edit: Received the card now, took about 2-hours after payment to receive the GC.

This background may help to understand the reason behind my question - I use my employer provided phone number, and they pay the phone bill. I can't port that number as it doesn't belong to me, neither do I need a new connection apart from the said phone number. I just need a new iPhone as mine is iPhone 11 and is now pretty old, so I will appreciate the $300 Walmart GC as that will effectively bring down the device price from $1200 to $900. But it won't be of much use, or worth the hassle, if anyway I end up paying a significant amount to the carrier. I like the silver iphone pro max, but all my local Walmart branches are carrying Blue and Orange. I can do the compromise on color if I really save atleast $200, (for example, if I pay activation fee of $40, and $60 prorated carrier bill post immediate contract termination, then my effective gain is $300 -$40 - $60 = $200)
In the Chicagoland area, good luck getting one even when they have one.
