This topic has come up in every spectrum mobile deal, and while the terms seem a bit ambiguous I've yet to see a single person subject to this while paying off the device at the beginning.
"To request an unlock code from Spectrum Mobile:
The device must be purchased from, and activated on, a Spectrum Mobile line.
The device must be paid off in full.
The device cannot be reported lost or stolen or involved with fraudulent activity.
Your Spectrum Mobile device must be active for 60 days and in good standing, with no outstanding payments."
Spectrum does not use traditional contracts for its services.

And what's the cheapest phone I can buy from eBay, etc for trade in?
(Also, rather annoying they won't tell you how much your trade-in is worth until AFTER you give them the IMEI. Something I really haven't seen before just to check value.)
