My guess with a lot of these vests, either rounding going on with the overall weight, or the individual bars...or both. Likely something, or everything, is in (nominal) metric weights.
Definitely appears to be. Also, I didn't realize the value of having the weight sit in the upper half of your torso vs some that center around your entire torso. For some things it doesn't matter, but for things like weighted situps having the weight sit higher is more impactful and doesn't get in the way of the movement.
