Pizza delivery guy didn't accept my tip. Was he trying to send a message?

I was visiting San Francisco recently and ordered a pizza and salad from a local restaurant. The delivery guy was in his mid 40's. I only tried to tip him a dollar, but he just said no thanks. I said are you sure, and he declined the tip again. He was friendly and respectful about it. After he left, I started to think that I offered too small of a tip. The bill was around $20, and I just gave my normal Domino's tip. I was thinking maybe he was offended by such a small tip. I should have tipped him around $3. I've never had someone not take money from me. Is a dollar tip offensive to a delivery guy?

I have a new plan for this year. Instead of donating money to charities and such I am just going to carry around a stash of extra cash with me and leave really big tips anywhere that tipping is standard. It won't be tax deductible but that isn't that important. Maybe it will bring a smile to the face of someone who was otherwise having a bad day. Or maybe it will just leave them confused and wondering if it was left as a mistake.

Or people will think you are a drug dealer and try to get your arrested for having cash on you. Or mug you, that is a likely possibility also.

If you expect to get $2 per delivery, get paid by the person that says they are giving you a job. I don't see why, when I want a cheap and easy meal that I have to itemize everything and cover your paycheck.

I would only ever tip delivery if the place didn't charge a delivery fee, else that fee is his tip.

Those all sound pretty implausible. I've pretty much always had a decent amount of cash on me for years (who ever turns down cash as a form of payment?), and never even come close to having a problem.

I tip at least 15% and most of the time 20%.

I also tip the my hair stylist barnstar.
