No mention of it being new/reurb/used. I think its safe to assume its going to be new. Woot often uses same sellers as Amazon, which has the same phone listed as new for $129.
Does the international version have band 12 LTE support? If not, it's worthless for T-Mobile. Woot doesn't list it, but other sites do (but no mention of if that's international version or not).

Doesn't have LTE Band 12, 13, 17 (major bands for T-Mobile/Verizon/AT&T), so your coverage will be very limited
Has Band 2 and 4 so check your carriers to see which supports best
