What is everyone doing with their free lines? Do you rent them out to people?
You can to your family member who wants cheaper phone bill or you can park them doing nothing, they are free.

Doubt it. Your plan is almost never included in free line deal, you will have to change your plan to get free lines. I think the issue with that plan is that it is capped at 3 lines and there is not an upgrade to more lines without a plan change. I had that plan in the past and just changed because I was missing on too many free lines. You have to think if it's worthy to you.
What if I only have 2 line on the 2/100 all in?

Not sure, but that SOC specifically, is usually excluded from getting free line, that is why I switched out from it.

Nope, you were taken by the agent. All promo plans such 55+, Military, etc. are never included on these free line offers.
Learned the hard way about three years ago when the agent assured me oh yeah you're qualified. Two months later I had to call and have them reverse all charges because they never gave me the credit and told me promo plans are never included.
That is why I was skeptical. I didn't point out to the agent what plan I had and even questioned why I didn't see the promotional credits on the receipt for the new phone, but she assured me the promotion would be added to my next bill.
Seems like they have so many promotions, that there agents arent abreast of the exclusions.
I dont want to fight with them and almost want to cancel now before this gets messy.

Anyone hear of it working for this plan if you don't have an active 3rd line yet?

Not sure about this, but you need to check if you SOC is on the eligible list first, if it's in there, then maybe you can. The issue with this plan is that the SOC is usually not included in the eligible SOCs for a free line.

I hope my plan is eligible, the previous free line offer, they told me my plan was not eligible, I'm on the "T-Mobile ONE All-In Promo", Code "FRLTUL2LP" plan.
FRLTUL2LP is limited to 3 max lines. Also its not eligible for free line since 2016 - 17. I had to switch to FRLTUL4LP and was able to add 2 free lines so far. Not sure they do that SOC switch over anymore.
