Both budget and non budget.
I have the Asus Prime Z490-P and like it. Good middle of the pack mobo. OC's the 10600k to 4.5ghz right out of the box without issue and XMP is one click.
I got the 10850K for $350 few weeks ago. Using 128GB memory and 3 NvME, I can run 4 virtual machine and host with no problem.

also, considering the price difference is much smaller now between the two, it's the 10400 that actually doesn't make as much sense.

From a monetary perspective, this is $175 but you still have to buy a CPU cooler. At Microcenter, they have the Intel Core i7-10700F for $230 which includes an intel CPU cooler. The 10700F is more powerful than the 10600K and when you include the price of a CPU cooler ($30), it's only a $15 difference.
Am I missing something here or is the 10700F just an insane deal right now for $230?
If you're not interested in overclocking and/or integrated graphics, then yes the 10700F is probably the better way to go.
Also, many people don't have microcenter as an option.

I tried using the stock intel cooler on a a 10400 and it got way too hot, had to buy a new cooler anyways

10600k barely beats the 10400f without overclock and considering u need to spend extra money on a mb to be able to overclock 10600k and it costs more than a 10400f, which I have seen get as low as 130$, the 10400f is still the better choice for the majority of people

The 10700f isn't OC'able...but it is still a good deal at $230 for getting into octacore CPU territory.
