My recommendation is to grab a used squier or new monoprice Indio as an upgrade platform. You'll learn a lot and stay under your budget. Resell value may be an issue since guitar buyers tend to be brand snobs and want all original.
You can also grab a used mexi strat. You won't have as good an instrument, but you'll be able to resell it without losing any money.

The monoprice 15w tube Amp is awesome if you're shopping new. You just missed the sale but regular price is fair.
If you're shopping used you can just plug in and check out. Or Google obviously
