I mentioned the offer to my wife who is a Chase employee and she pulled it up on her internal system. It had a note that they had additional offers if you apply in a branch. You get the 100k points, 1st year AF waived, and a $50 grocery credit. So essentially an extra $145 for applying in the branch.
Wow. No brainer if you are eligible for the bonus.
I signed up for 80k offer just last week. Can I get chase to make it 100k?

The rep at my branch showed me their internal email saying extending " greatest offer ever " starting July 18. This includes 100k bonus and annual fee waiver for first year. He showed me the email. This is in branch only offers
When I downgraded my CSP to Freedom, all of the outstanding balances transferred to the newly setup Freedom account. Even the autopay option transferred to my Freedom account, I didn't need to reset it.
Might sound fishy to you but it worked exactly as the rep said and I was able to apply today. Rep did say that balances would show as combined in my account but Chase tracked them separately, In any event, worth trying.
It seems like it is the last day today to get $50 grocery credit when signing up in branch. Other perks like 100K points and $95 waived AF will be extended. Online offer will be extended to 07/31 at least according to other members here who received a target email from Chase.

Last day today... is it only for branch or is it for online too? Any pointers?

One simple idea to hit $4,000 if you spend a bunch at Costco - Buy Costco cash cards - you can do it online.
So, the best suggestions so far to meet the threshold using expenses you will anyway incur:
1) Costco card
2) Amazon gift balance
3) Local grocery store's own gift card
4) Prepay expenses for several months (gas, cable, Netflix and other bills), and prepay donations
5) Plastiq for rent (but it involves a 2.6% service fee)
I feel like the CSP is a bit higher profit margin so they might not mind milking it for a bit.
How it it a higher profit margin? they are giving all these goodies and waiving the first year fee. After year 1, 50% will cancel (and move to a new card) having cashed $1250 with the 100K bonus points.
Downgraded CSR on Monday 7/12 then went in today (7/16) at the branch to apply for CSP and I was not able to apply. They said that it still shows I have CSR in the system.
Chase, the forefront leader in banking technology, spending billions of dollars on tech, can't even keep their systems properly updated. Sigh.

Yes just wait for the bonus to hit your account first

More than likely, you're in the same situation as a lot of people here have reported. The system simply has a block on your account. Unknown how long it will take to clear. Fortunately, there is a workaround.

And if that trick doesn't work, you can try to have your banker annotate your account. That has reportedly worked a couple of times.

Unfortunately, you are in a YMMV situation.
Best of luck to you.
