speed wise, no.
might actually be slower (AC1300 vs AX1200).

Yes it will be an upgrade in every sense of the word, from speed, throughput, and probably some decent range increases since antenna technology got a bit better since the R7000 days (also the original R7000 had poor range in general compared to other comparable routers at the time). Speed wise at point blank range the most ever and if you were lucky the R7000 was able to achieve was around 450Mbps, the AX21 should be well over 500Mbps with a proper client and also be able to hold faster speeds further out from the router more consistently.

Dude your comment makes no sense. The R7000 is first off an AC1900 not AC1300, second the archer AX21 is AX1800 technology not AX1200. Also NO AX technology will almost NEVER EVER be slower compared to AC, unless you have the highest end triband out there, but even in that cases your more likely to get similar speeds and not slower on the low end of the AX router.

Any idea if the USB port allows tethering of something like a hotspot?

Just used for USB storage nothing else. Asus is one of the few that supports tethering and fallback on their routers through the usb port.

The R7000 is 1300 + 600 Mbps, the AX21 is 1200 + 574 Mbps, and most client devices can't combine two frequencies.

From a 1-to-1 perspective, they should be pretty much equal, the AX *might* be better if there's a lot of clients request data at the same time, assuming they're AX capable.

Well I can tell you for certain you will get better speeds with the AX21 over the R7000 plenty of reviews done on the router to show it hitting over 500Mbps with proper clients while the R7000 cant hit 500Mbps or even over 400Mbps consistently.
