If you're going to buy 15 lbs of rice, do yourself a favor and FREEZE THE ENTIRE BAG OF RICE FOR 7 DAYS. Once you do that you kill all the eggs.
You can then proceed to leave the rice outside of the freezer, while also being sure to seal it from air and insects between uses. I recommend a gamma container.
There are always bugs and eggs in your rice. Washing your rice increases your chances of being able to remove them, but does not guarantee. If you want to find out if you have any bugs or eggs in your rice, just steep it in water before using it. The bugs float.
All the above also applies to flour and other ground grains.

It is the same as keeping a bottle of whiskey for years will not age, the whiskey has to be kept in barrel for aging

Nope. Good basmati rice is better. My husband's blood sugar was rising without us having changed anything. Or so we thought.
To save money, we had switched from basmati to regular long grain. We made it the same way (parboiled and chilled then reheated), but the effect on his glucose was way greater. Back to basmati, and down it went.
This is the best price we could find, and the quality is excellent.
I tried and the rice would taste is plain…

Ps: you can wash them off with water twice and cook and all bugs if any be killed on heat
