These games are built for Xbox One (X) using XDK. Instead of being completely rebuilt with the new development tools (GDK) for Series consoles, they just got an update that tells the game to run higher settings when a Series console is detected. But since the game is built for Xbox One, it will work fine with an old HDD.
If a game is (re)built with GDK it can use all the new features like Velocity Architecture, hardware ray tracing and so on. But that also means the game expects full Series X|S hardware specs, including the faster storage.
