Yes, this has laptop has better specs
It's not going to make a huge difference. When I used to game competitively 30fps sustained was the gold standard. Even if someone has the best of the best hardware doing hundreds of fps on a 165hz screen, if they suck, they suck and I'll beat them down on my 30fps setup. DDR4 is fine and isn't going to matter much, and reduces the price.
