This feels like a dumb question but do you keep the game if your membership expires? Or is it like the games with gold where they are only yours while subscription is active?

Yep that's true. Only games you can't play without a membership are Game Pass.

I have no idea how well this has held up but I remember playing this when it came out and it was dope. Easy decision to buy it for 2 bucks.

I just played this via steam store on a steam deck. I bought it years ago but only just played it. It is a great game. Just get it. It has some really hilarious dialogue at points. This isn't as good as something like Red Dead Redemption, but even more comic book style over the top action. Really fun game.

I remember enjoying the multiplayer a good bit. Although even then there were not many playing, but I imagine if you grab a few friends this could be a good time.

EDIT: I have to correct myself. I played the original, not this one.
