I have and hate this style with no lip big enough to pick up the plates one handed. They also come oily and slick.
If you're buying bumpers you won't see any difference anywhere, everyone's getting rubber bumpers from the same companies in China, maybe rogue and such has better QC to clean the plates but it's still common. The oil and smells are just par for the course here. Wash the rubbers with soap and water and let them air outside without excessive sun exposure if you care.
As far as lack of lip, also par for the course.A few bumpers have slightly more lip, I have a set of rep sport bumpers that do but they barely add enough so that it's easy to pick up off the ground.
I am building a home gym and do need a bar as well. Do you recommend buying the set that includes a bar for $89 more?
Also, I think 370 lbs may be overkill for me. So debating between 160 and 260lbs. Haven't used more than 180lbs plus bar for deadlift. So I guess 160 should suffice at least to begin with.

If you truly have never or never plan to pass the 315lb mark, then just about any barbell will do for you. From a performance perspective, what folks discern over are knurling, coating and bushing type. If all of that is foreign to you, then default to my first sentence. In most cases, any bar will seriously do just fine (and likely come from the same factory anyway).
If you plan on having more than just a super basic home gym setup, then I would recommend investing the most money into your barbell; after all it is the thing that you will constantly use basically all of the time. Some recommendations would be:

"Please note, however, that these are NOT bumper plates and should not be dropped on the floor like a bumper."
They have urethane variants, but not bumper/rubber.

I only do powerlifting lifts so I'm only dropping at deadlift height. Olympic lifts would need bumper plates.
I haven't had issues with deadlifts with iron, but I'm lifting on stall mats.
Urethane is encased iron so, you're right about it not being dropped from head height.
rep does have rubber coated Olympic plates.
