As for functions, they're both quite versatile, and there's a little overlap between them. The pliers wrench has smooth (toothless) parallel jaws, so they're ideal for larger hex heads and other flat-sided items, especially if you don't want to mar.
The Cobras have some pretty aggressive teeth, and are best for gripping anything round, but can also do smaller flat-sided things, as long as you don't mind the teeth biting into the metal.
That's a bit of an oversimplification, but to simplify it even more, the pliers wrench performs mostly wrench functions, while the Cobra performs mostly pliers functions.
I recommend one of each, depending on your tasks, but find the pliers wrench suits more of my uses, which are largely household tasks and rebuilding old power tools.
