I would say 15%-20% more based on all the numbers I see on youtube.
cpu is also a little more powerful on this one.
However you get nicer screen on Legion.
I would say both are equally good deals.

Nothing that slows it down, actually. Intel's 13th gen is pretty much no gain, and this CPU is more than adequate. Much better than the 7735HS that is common on "bargain" machines this year.

This 4070 is ~15% faster than a comparable 4060.

I am also deciding between these 2 still.
I would say if you want that extra more performance + bigger battery, go with this one, whether or not it's worth $200 is up to you to decide.
If you don't care 10-20% cpu/gpu performance, and you want nicer screen but don't care about battery, go with Legion. This only caveat is that I haven't see any reviews yet on the Legion one.

are these "Tuf" notebooks suitable for outdoor use? I'm talking about more lounging outside in the patio shade and not in direct sunlight. Heat and humidity would be a factor though.

I'm not sure where you see that. The CPU is slower compared to the common 13th 13700hx, the memory is much slower, the integrated graphics is slower (when using them)

In his opinion, which is what he says. Maybe he expects too much or maybe he does not play the most demanding games. For me, 25 to 50% faster in the most demanding games is more than enough reason to justify the price on this laptop. His own benchmarks demonstrate this, so he really should know better.

He stated that the 4080 laptop "is not much more" so he was going by overly inflated retail prices for a 4070 laptop. His video doesn't include a price of $1K for this 4070 laptop, which that guy would be jumping for joy all over the place to get!

Problem is the resolution, 1920 x 1200 which doesn't make full use of the 4080, so that 4080 laptop would be pointless.
A 4080 laptop with resolution high enough to take full advantage would likely cost $2,000+.
