is this a "gaming computer" my kid is looking for a gaming computer around 700 or less.
Yes. This (with the RX 7700s) or something with an RTX 4060 or higher will be great for gaming. Even an RTX 4050 is good for most games at decent settings.

So how much better is the aSUS TUF F15 i7 / 16gb / 1tb / with the 4070 @ $980 at BB right now? It's a $200 difference but is it worth the difference?

Imo, it's not. Overall, this is slightly better and the RTX 4070 isn't a major jump from the 4060/7700s to justify a $200 jump; maybe a $50-$100.

How does this PC stock up against this one which just purchased ASUS - 15.6" OLED Laptop - Intel Core i9-13900H - NVIDIA RTX3050 6GB with 16GB Memory – 1TB SSD
It's a better deal I may take that one back and save $200

One is a creator laptop and the other a gaming one. Not really comparable.
You need to check your use case scenario.

What are the performance gainz of this over the 7600s , that was ahead of the 4050 raw performance wise. Is this equal or better than a 4060?
7700S is nothing but a lower clocked / lower powered RX 7600M XT, you see in the Alienware M16 Laptop. This has a maximum TGP of 100W, compared to 120W of 7600M XT and 100 MHz lower clock speed than it. So, rasterization performance will be similar or slightly better than a RTX 4060, as per the synthetic benchmarks but as usual, if yu start using advanced features like Ray Tracing, normally Nvidia cards always perform better due to better dirver optimization and wide support.

Just using it for gaming and creating 3d files for print using cad
Chose it because of the oled screen just a shame it only has a 3050

Pretty sure this laptop does not have an "RGB backlit keyboard" at least not per-key as this implies. Asus refers to it as "one zone" backlit.

Also note this is the 7735HS which is not part of the 7x4x series of current generation Zen 4 parts, kind of a refresh of last gen similar to the 7700S. AMD got a little shady with this years laptop parts IMO.

This has a good enough display, processor and dGPU for creating 3D files, although obviously not as good as an OLED display but I'd say that and the i9 processor is an overkill for the use case that you mentioned.
I'd say to return the ASUS and get this one instead and save $200. This would have a much better battery life as well and the GPU is much better than the 3050.

Is this worth returning the same laptop but with the 7600s? That was 750$. It does get warm though, would this have worse temps that maybe even cause throttling?

It should have similar temps since the 7700s model is supposed to have an upgraded cooling system.

Can you help with where you found this information? I can't find much regarding the 7700s model
