I have this and the top is 8 watts for apple watch and the bottom is 27 for phone or tablet.
Overall, it's okay but the design has flaws, and it causes it to loosen from the outlet once in a while.
i would look for a better brand honestly and spend a couple more bucks.
Interesting, based on the reviews I saw and the Q&A section, it looks like it does 20V 1.75A which is 35W for one port.
ok so I screenshot and zoomed in. the charger shows 8W top port + 27W bottom port when both used at same time. but it also says both ports can handle full 35W when used one at a time.
Grabbed an open box - excellent for a couple bucks less at $9.99 shipped. Worth a try as a travel charger with most of my devices now relying on USBC.

Is this strong enough to slow charge a 16" MB Pro?
If it's one of the newer MBPs with M-series silicon, yes. It'll be slower than the typical ~65-90W adapter they come with, but I've powered my 14" M1 Max with as little as 10W (at which rate it's mostly maintaining charge level, or charging very slowly).
I generally prefer 60W charging, but the 27W these can apparently do on one port should be enough for charging at a reasonable rate... I've done so with a small 30W unit I have, but I'm thankful my USB-C battery pack has 60W USB-C PD input AND output. Also from Insignia, btw - like this deal, so 👍 for Insignia as a whole. Best Buy seems to source their Insignia suppliers reasonably well.
If you're frequently running very demanding CPU/GPU loads on it causing your MBP to 'max out' (~60W range), you may want more, like a 45W[amazon.com] (~$25) or 67W[amazon.com] (~$60) - in a similar form factor but as you can see, they get progressively more expensive as power capacity increases - at least without getting a much larger ~100W+ unit that tend to not like staying plugged in.
These are great. I bought one last year. 2 ounces, 2 ports, USB-IF certified which means high quality, folding prongs. It's my main travel charger now.
I use it with a 14" M2 MBP. My workload is light but I usually have an iPad connected as second display and often something else charging off the Mac. I've never seen it go below 100% when working like this.
