Should obviously only apply to purchases made after they changed the rules.

to setup the voicemail pin have go to settings and enable Call to listen Check and manage your voicemails by calling your Google Voice number.

Yeah, otherwise you can't get a new GV number.

After I received an activated message from Metro, I went to my Google account, and the ported-out number was still there with only the delete button.

ah...you're correct.

In my case, I use all the metro numbers (which will expire and later be suspended after 30 days) to get a new GV number on many different Google accounts.

5 new metro numbers, meaning 5 new Google accounts, and each one gets a new GV number link for those metro numbers.​

I did the same. You can reclaim the number. Just click get a new number, the old number will show up and you can reclaim it.

So the lesson here is that if you port a GV number it takes 7-10 days to complete the port and do not delete your GV number. Just wait patiently.
