I was at my local Home Depot today in Colorado and can confirm this store had these for the $62 price in multiple clearance areas throughout the store.
The High Performance 6AH 4AH combos are $70 clearance
Picked those up. Ryobi days right around the corner if you just need the non-hp batteries, usually get 2 and a tool for $99. Don't forget the 11% back if you are in menards land

To my knowledge, most of those returns (and many other brands) get RTV, which is send back to a return center. They only go to local store stock under some circumstances.

Nah. People return the tools and keep the batteries. If anything, it'd be the tools that go on sale/clearance with the batteries the ones in demand and not returned for re-sale.
